Norms, licences and glossary

The Brazilian grid rules WattSteer follows, the licences of the data it uses, and the terms that appear on its screens, in operator's language.

Regulatory basis

WattSteer neither classifies curtailment nor computes compensation. It shows what ONS published and forecasts how much will be curtailed; the norms below define the terms in which that is said.
REN ANEEL 1.030/2022
ONS classifies every wind and solar curtailment under one reason: REL (external unavailability), CNF (electrical reliability), ENE (energy surplus) or PAR (access opinion). Under the general rule only REL is compensated.
In WattSteer: The reason shown is the one ONS published, per conjunto. WattSteer does not reclassify and does not assign a reason to individual plants.
NT-ONS DOP 0022/2025, §5.1.2
In an energy surplus, generation is reduced in this order: I. hydro without spilling; II. thermal dispatched out of merit order; III. hydro with spilling; IV. wind and solar, in proportion to availability.
In WattSteer: Mitigate checks every plan against this order and refuses a plan that would act outside category IV.
Lei 15.269/2025, art. 1º-B
Provides compensation to wind and solar plants for external unavailability and for electrical reliability, from 1 September 2023 until the provision came into force.
In WattSteer: Regulatory context. WattSteer does not compute this compensation.

Traceability

Every published forecast states the model artifact that produced it, the weather run it used, when it was published and the 5 MW per-subsystem threshold. On the Explain screen, the “Full JSON” link opens the API response the screen is showing, so any figure can be checked at its source.

Data licences

ONS Dados Abertos: operation, balance and constrained-off series, used under the terms of the dados.ons.org.br portal.
ANEEL SIGA: the derived plant registry is offered under the Open Database License (ODbL) v1.0.
Open-Meteo: data under Creative Commons Attribution 4.0 (CC BY 4.0); the free API is for non-commercial use, under Open-Meteo's terms.

Glossary

The terms that appear on the screens, with the name the control room uses.
Term
Meaning
Constrained-off
Wind or solar generation curtailed by order of ONS.
REL
Curtailment due to an installation outside the plant being unavailable (a line or equipment out of service).
CNF
Curtailment due to an electrical reliability limit of the grid, with nothing unavailable.
ENE
Curtailment for energy reasons: more generation than load.
PAR
Restriction under an access opinion.
Subsystem
One of the four electrical regions of the SIN: North, Northeast, Southeast/Centre-West and South.
MWh and MWmed
Energy over the period, and average power over the period.
5 MW threshold
An hour only counts as curtailed above 5 MW in the subsystem.
P10, P50, P90
The energy band: a 10% chance of falling below P10, even odds below P50, 90% below P90.
Expected value
The forecast's mean. It is the figure that adds up across subsystems; bands do not.
Single number
A value with no band around it, such as the wind and solar division.
Artifact
The exact version of the model that published the forecast.
Weather run
The weather forecast used as input, identified by the time it was run.
DESSEM
ONS's daily scheduling model: the plan for the next day.
BDO and IPDO
ONS's daily operation bulletin and its preliminary daily report.
Similar days
Past days whose conditions resembled the forecast day, and what was curtailed on them.
Influence factors
What weighed most in the model's figure. They show how the model read the day, not the reason for the curtailment.
Withholding
When data or confidence is missing, WattSteer does not publish, and says why.
